Hammer, Inc.

Hammer, Inc., was founded in 1985 by William J. Hatchett, its current CEO, to provide business development and proposal writing services to government service-provider companies. Hammer has had a leading role in preparing winning proposals for multiple clients spanning numerous government agencies.


A retired Navy officer, Mr. Hatchett specialized in the petroleum community and served at both Navy Petroleum Office and Defense Energy Support Center (DESC). A hands-on "fuelie," Mr. Hatchett managed fuel terminals at Subic Bay, Philippines; Jacksonville, Florida; and Casco Bay, Maine. Following his military retirement, Mr. Hatchett served as Vice President, Operations, Petroleum Operations and Support Services, Inc. on the U.S Strategic Petroleum Reserves.


Hammer has fuels management contracts at 18 Air Force Bases and NS Rota

In 2007, Hammer elected to pursue contracts on its own. The company bid on and won three of the four bulk fuel storage Air Force contracts set aside for service-disabled veteran-owned small businesses. These contracts are at Robins, Grand Forks and Scott Air Force Bases. The same year, Hammer became part of the AFH Fuel Services joint venture, which won seven of the eleven bulk fuel storage Air Force contracts overseas. Hammer also joined forces with Ferguson-Williams as the FWH joint venture, which won similar contracts at seven locations in the United States. Mr. Hatchett served as the Corporate Fuels Officer at the US locations, and Hammer started up each of the 10 US contract sites.

In the Spring of 2011, a joint venture between Willbros Government Services and Hammer, Inc, Willbros Hammer LLC, was awarded a five year contract for Aircraft Services and Maintenance Support at Naval Station Rota, Spain.

On June 28, 2011 Hammer, Inc. was named the DLA Innovative Business Performer of the Year - Service Disabled, Veteran-Owned Small Business at the 2011 DLA Industry Conference and Exhibition in Columbus, Ohio. The Award Program stated as follows:

"Hammer Inc., an innovative and driven organization, has proved to be a world-class leader in streamlining the operations of fuel facilities. Hammer has continuously improved business strategies and practices by proactively establishing checklists and spot self-inspections at Grand Forks AFB, Robins AFB, and Scott AFB. Their superior customer focus and vision enabled them to quickly assess the needs of the Air Force and DLA Energy by preventing problems before they arise. Hammer has been extremely responsive to Air Force and DLA Energy, and has bent over backwards to consistently provide excellent service."

In May of 2012, Hammer was awarded a five-year contract from DLA-Energy to operate and maintain DFSP Tampa, located on MacDill AFB. Hammer began operations at DFSP Tampa on July 3rd.  In 2013 Hammer was awarded the follow-on contract at Scott AFB, as well as Offutt AFB and McChord AFB.
